Do note that the S$150,000 allocation is distributed across three project components:

  • Workforce consultancy: Up to S$50,000

    • Covers end-to-end advisory services and AI readiness assessments


  • Capability building initiatives: Up to S$60,000

    • For upskilling your line managers and HR teams


  •  Workforce technology solutions: Up to S$90,000

    • Includes AI-powered HR platforms and advanced gap analysis systems

    • Must be combined with at least one of the above two components


To qualify, your business must be registered and operating in Singapore with at least three local employees.



What is the NTUC Company Training Committee (CTC) Grant?

While the WDG(JR+) handles the diagnosis and planning phases of your AI transformation, it does not cover the heavy capital expenditure required for execution. This is where the NTUC Company Training Committee (CTC) Grant comes in as the next step.


The CTC Grant co-funds up to 70% of your qualifying costs for the actual hardware and software needed to make your AI transition a reality. Specifically, it funds the purchase of new equipment, AI software subscriptions, custom technological builds, and the specialised training required to embed these tools into your daily operations.


However, as the CTC Grant is designed as a workforce development tool, it works differently from standard enterprise subsidies. To receive the disbursement, you must commit to at least one of three mandatory worker outcomes for the staff affected by your AI transformation. You must provide a clear wage increase, a recurrent or one-time skills allowance, or a formally implemented Career Development Plan.


This requirement is in line with the government’s new hardline stance in 2026. As Minister of State for Digital Development and Information Jasmin Lau warned, the state will actively intervene against companies that repeatedly tap public funds for AI growth while treating their workers unfairly.
